That is the nub of the problem. Kids (and adults) operating heavy vehicles at high speed without having the skills to do so safely. A bicycle rider at 25mph is safer than an e-bike rider at that speed because by the time you can ride a bicycle that fast for any amount of time, you have aquired some bike handling skills. 

I can buy an 60lb+ e-bike and immediately take it onto the road with no test or license and ride at traffic speeds. In Florida I don't even need a helmet. So could a 12 year old. What could go wrong?

I don't think it helps understanding the issues when everything electric with two wheels and a saddle is called by the same name. When they are petrol powered we make the distinction between different classes of two-wheeled transport. Why is this lost when the motive power is electric?

And before you say that's what they are called in 'murica, I'm talking about the debate, the issues being discussed, not the country.

According to Florida Highway Safety and Motor Vehicles (FHSMV), between January 1, 2023, and December 7, 2023, there have been 359,560 crashes on Florida roads, leading to 229,644 injuries and 3,007 deaths

no car bans so far.

Note that Florida population is less than 33% of UK. but road deaths are more than 50% higher.

I've got an idea - why don't they also ban guns. You never know, it might lead to a decrease in gun deaths.

All sympathy to the lady's family and friends. One assumes the municipality also bans cars every time someone is killed in an incident with one?
